On this site, the developer planned to build a nine-story hotel, but against such a decision made by local residents. The new facility, they said, would have left Vozdvizhenka without infrastructure and green spaces. Residents were supported by the mayor of Kiev Vitali Klitschko, as well as the leaders of the Solidarity party Andrei Strannikov and Self-help Sergei Gusovsky. To achieve a positive decision of the City Council was succeeded by joint efforts of deputies of different factions.
"This is a unique day in the history of Kiev. Deputies of the city council supported the struggle of the residents for the square and terminated the lease with a very large Kiev developer. Initiative group of residents of Vozdvizhenka persistently struggled to ensure that in the center of Kiev appeared a beautiful park, not another high-rise.
Sometimes, both residents and activists, hail-defenders lost hope that this issue could be moved from a dead center, in eight years of futile struggle many of us dropped their hands. But, to win the residents still managed and it is a great joy, "- says Tatiana Maksimenko, a civil activist, gradozaschitnik.
The nine-story hotel on Vozdvizhenka was planned to be built for Euro 2012. But these plans have not been implemented, and since 2010 the plot is protected by a fence. Local residents from 2010 protest against this construction and offer to create a public garden. In the neighborhood with the construction site in 2012, on the remaining unconfined stretch of intersection of Vozdvizhenskaya, Kozhemyatskaya and Degtyarnaya streets, the Arts Square was opened.
In the autumn of last year, the facility was visited by Vitali Klitschko. At the same time, the issue of stopping the construction and dismantling of the fence was again raised.
On October 2, 2017, the Kyiv City Council working group initiated the development of a draft decision of the Kyiv city council "On the termination of the lease agreement for a land plot at the address: Tar, 2-4 in the Podolsky district of the city of Kiev ". This document was approved by the Kyiv City Council on February 8.
The head of the Solidarity faction in the Kyiv City Council, Andrei Strannikov, who issued the resolution for voting, said that the site is located within the archaeological and cultural reserves of Starodavnyi Kyiv, Misto Volodimir, as well as the archeological monument "The Cultural layer of the handicraft settlements of Gonchary and Kozhemyaki IX-XVII century. "
To carry out construction work in this area is prohibited. According to the KP "Kyivobustroystvo" control card for violation of the improvement of the street. Tar, 2-4 was not issued. All this indicates that the hotel developer planned to build in violation of the norms of Ukrainian legislation.
Earlier it was reported that Kiev wanted to return the land on which it was planned to build an office and hotel complex.
