On the development of land market in Ukraine

In accordance with the Regulation on State Committee of Ukraine
land, approved by Presidential Decree of 13
May 1996 N 340/96 and Presidential Decree of 19
January 1999 N 32/99 "to sell the land
non-agricultural purposes, from December 3, 1999
N 1529/99 "About pressing measures on acceleration of reforming
agricultural sector, on February 4, 2000 N 168
(168/2000) "On measures to promote and regulate the land market
settlements, and other non-agricultural land
purpose "and to ensure the rights of ownership to
land of citizens, legal persons and state, the introduction of market
pricing mechanism, the development of competitive principles regarding the acquisition
and implementation of land, increasing the volume of flow of funds
the State Budget of Ukraine and local budgets from the sale
land sales to ensure transparency, prevent
manifestations of corruption in the land market, creation of infrastructure
land market and making use of modern information
Technologies P R I K A Z order:

1. National Committee of the Autonomous Republic of Crimea
land resources, regional, Kyiv and Sevastopol
urban management of land resources with the consent of rural
township, city councils or their authorized bodies (with respect to land
communal property), district, regional, Kyiv and
Sevastopol City State Administration, Council of Ministers
Autonomous Republic of Crimea (on state owned lands),
legal persons and citizens from August 1, 2000 to
implementation of organizational activities related to the sale of land
parcels in their property and rights to them to
competitive basis. (Item 1, as amended in accordance

2. National Committee of the Autonomous Republic of Crimea
land resources, regional, Kyiv and Sevastopol
urban management of land resources:
2.1. In agreement with the village, settlement and urban
councils or their authorized agencies (on communal lands
property) and district, regional, Kyiv and Sevastopol
city state administration, the Council of Ministers of the Autonomous
Republic of Crimea (on state owned lands) to determine
plots of land settlements, other land
non-farming purposes and rights to them - for sale
on competitive basis.
2.2. Engage citizens and legal persons who wish to
alienation of land plots in their property, and
rights to them, to sell them at a competitive basis. (2.2

2.3. Create a database and provide information to
population of the region regarding the demand and supply for land
various forms of ownership and destination, as well as the rights to them.

3. Organize the sale of land and rights
them through regional auctions (open bidding) and
Ukrainian "electronic" auctions through specialized
organizations, as defined on competitive basis. (Paragraph 3

3.1. Office of the State Land Cadastre (Lihogrud
MG) in two months on competitive basis to determine
list of specialized organizations on market turnover of land
land and rights to them. (Item 3.1, as amended in accordance
Order Goskomzem N 165 (z0006-01) from 18.12.2000)
4. Management of non-agricultural land
(Hvesik MA) and the Office of the State Land Cadastre
(Lihogrud MG) until 30 June 2000 to develop and submit to
approval in due course provisions of the organization and
conduct auctions for the sale of land and rights to them to
competitive basis.
5. Office of the State Land Cadastre (Lihogrud MG)
until 30 June 2000 to develop a position on the establishment and
maintaining databases of land market and up to 1 August 2000 to
development of appropriate software using
existing corporate computer networks and global
the Internet.
6. Management of non-agricultural land
(Hvesik MA) and the Office of the State Land Cadastre
(Lihogrud MG) from 1 August 2000 to introduce operational
reporting on market turnover of land and rights to them.
7. Progress in the implementation of mass market turnover of land
land and rights to them on a competitive basis on a quarterly basis
considered at meetings of the boards of regional bodies of the Committee
(Kulinich VV). Generalized information to report on the boards
Committee once every six months.
8. Through the media to introduce a permanent
agitation and awareness-raising among the population regarding
conditions for the acquisition of land rights on a market basis and the benefits
stay of land on the right of private property and
purchase them at competitive basis (Zhmutsky VV).
9. Structural subdivisions of the Committee (Hvesik MA, Lihogrud
MG, Voloshin, GA, Yurchenko AD) until August 1, 2000 to develop
The concept of the formation of land market infrastructure, providing
activities of land exchanges, land banks and other
financial and credit institutions, insurance companies - insurance
transactions with land plots, etc.
10. Monitoring the implementation of this Order to entrust
