President of Ukraine Viktor Yanukovych signed a law requiring a 1 January 2011 to citizens of Ukraine does not pay for housing and utilities, will be charged a penalty. Corresponding law "On Amending Article 2 of the Law of Ukraine" On temporary ban on enforcement of the citizens of Ukraine penalties for late payment for housing and communal services "was signed by the Head of State and published on its official website on Tuesday.
According to the signed law to January 1, 2011 terminated the law of Ukraine "On temporary ban on enforcement of the citizens of Ukraine penalties for late payment of fees for municipal services." Assessment and collection of fines for late payment of fees for municipal services will be provided in the amount of debt, which is formed from 1 January 2011
Under current law, "On a temporary ban on enforcement of the citizens of Ukraine penalties for late payment for housing and communal services" in connection with the failure of the state's obligation to pay wages, pensions, stipends and other monetary payments to the population, temporarily prohibited from charging an estimated 1 October 1996 and to collect from the citizens of a penalty for late payment of rent, as well as for public utilities (water, gas, electricity, heat, drainage, maintenance and operation of housing and house areas, garbage collection, elevators).
Under current law, money collected from citizens of Ukraine in the form of penalties on payments for public utilities, for the period from October 1, 1995 shall be credited to future payments for housing and communal services. In addition, existing law establishes that it applies at the time to address the Cabinet of Ministers the reasons for non-payment of salaries, pensions, scholarships and other monetary payments.
As reported, the law amending the law on temporary restraining levying fines on citizens for late payment for housing and communal services "255 votes in favor of People's Deputies of the Verkhovna Rada of Ukraine adopted. Its decision to parliament also ordered the Cabinet of Ministers within six months to eliminate wage arrears, pensions, scholarships and other cash payments.
