According to the document, the commission was created as a permanent working organ of the Cabinet. The commission consists of 18 people.

"Its chairman was appointed Vice Prime Minister Volodymyr Sivkovych power issues, and his deputy - chairman of the State Committee for Land Resources Oleg Kulinich" - the report says.
