For the adoption of the governmental draft law №11252 «On amendments to some legislative acts of Ukraine regarding regulation of city planning activity» in the second reading and as a whole voted only 219 of people's deputies of the necessary 226 votes.

After the deputies decided to resume consideration of the bill, they again did not have enough votes for adoption (voted 224 deputies). For the adoption of the document did not vote deputies of the BYuT and Communists.

The bill provided for, in particular, the legalization of input of individual houses, gardens, country houses, commercial buildings and structures, additions to him, built in the period from August 5, 1992, on 12 March 2011; built to 12 March 2011, public houses, buildings and constructions of agricultural use of I and II categories of complexity.

Thus, according to the current legislation, legalize самострои you can until the end of 2012.

Rejecting the draft law also provided for the reduction of the time of receipt and validity of permits for the performance of construction works, in particular, the timing of the city-planning conditions and restrictions building plot proposed cut of up to seven days with 10.

In addition, the draft law proposed, in particular, to preserve the right to perform preparatory and construction works at the change of the owner or the General contractor of these works without repeated redrawing of the permits. Also, regardless of the change of ownership remain valid until the completion of the construction of the technical conditions of the site.
