At the meeting, the Committee noted that the bill seeks to "prevent mass manifestations of change in the target destination and construction of individual land recreational purposes regardless of its ownership in cities and other populated areas (green spaces, green spaces, objects of physical culture and sports), which implies that the deterioration sanitation, recreation and fitness conditions of life of citizens, and so on. "

According to the draft provides for a moratorium for five years to change the purpose of individual land recreational purposes regardless of its ownership in cities and other localities, namely, the land of green zones and green spaces, land of physical culture and sports. The moratorium does not apply to social relations that arise in the case:

* Implementation of integrated projects for reconstruction of the quarters (districts) of obsolete housing stock;
* Alienation of land for public recreational purposes or for reasons of social necessity;
* Transfer of ownership or use of land according to land management projects on the abduction of such land, changing their purpose according to reports received in the prescribed manner before the entry into force of the law permission for their development;
* Construction of urban development according to reports received in the prescribed manner before the entry into force of the Act permits for change of use of land specified in the first part of this article.

The bill contains provisions on monitoring compliance with the moratorium on changing the destination of individual land recreation.
