Ukrainian MP (BYuT) Vladimir Yavorivsky offers parliament to extend the moratorium on the introduction of rights to land (share) in the authorized funds of companies and sale of agricultural land until January 1, 2015. The relevant bill "On Amendments to paragraphs 14 and 15 of section X," Transitional Provisions "of the Land Code of Ukraine on the period for sale of land" N7541 is registered in the parliament on January 10, 2011.
Need to extend the moratorium author of legislative initiative explains the fact that to date has not adopted laws on state land cadastre, the land market, the registration of land, on account of agricultural land, etc.
"Extension of the moratorium for 3 years makes it possible to implement activities related to the organizational and legal support for the treatment of land in Ukraine, as well as to protect the property interests of owners of agricultural land," - said in a memorandum to the bill.
B. Yavorivsky believes that the adoption of this bill will help develop an effective and perfect the mechanism of sale of land, creating the necessary infrastructure of the land market, which will avoid social tension and prevent possible social conflicts in the implementation of the land as a commodity.
Earlier, the Chairman of the Verkhovna Rada, Volodymyr Lytvyn suggested that a complete inventory of all land in Ukraine, before removing the moratorium on land sales.
Prior to that, the President of Ukraine Viktor Yanukovych said that already prepared a package of laws to regulate the land market. He said that in early 2011 they will be accepted.
