According to the Law of Ukraine "About regulation of urban development, starting from 1 January 2012, building of Ukrainian territory will be carried out in accordance with approved master plans. According to Igor Sokolov, Deputy Minister for Regional Development, Construction, Housing and Communal Services of Ukraine, all local authorities before the end of 2011 should result in town-planning documentation in line with the new law, since 1 January 2012 the territory, not mentioned in the master plans, not be subject to challenge.
Also, the Law "On regulation of urban development" envisages the construction of new facilities only on the basis of urban planning documents. According to Viktor Tikhonov, deputy prime minister of Ukraine - Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, to make changes to the master plan, detailed plan and draft zoning can only be once every five years.
Design and construction of facilities not covered by town planning documents, are not allowed. In developing the master plan should take into account the interests of the public. Early changes in the general plan is possible only by the decision of higher authorities.
