Funding from the Stabilization Fund issuing public free of state acts on land ownership in 2009 was carried out with violations of the law. So consider the audit firm Trout Cacheris PLLC, law firm Akin Gump Strauss Hauer Feld LLP and investigative agency Kroll Inc, wrote reporter.
"Funding for the issuance of free state certificate of land were allocated from the Stabilization Fund, which was established in October 2008 to support the economy during the global recession (for example, providing support for Ukrainian banks and investment projects)," - says the Finance Ministry released on Thursday record of these companies.
Auditors are reminded that the original Cabinet decision № 844 of August 5, 2009 approved the allocation in 2009, 5.954 billion hryvnia for free registration and allocation of the citizens of state certificate of ownership to land, but later this amount was reduced for unclear reasons to UAH 507.788 million.
Furthermore, according to the report, 32.81 million hryvnia from 507.788 million hryvnia were aimed at increasing the staff of the State Committee for Land Resources of Ukraine.
The paper notes that in 2009 the program was to be issued 6.4 million certificates to the ground, but on 1 January 2010 were granted only 620 thousand certificates. "For these purposes has been spent from the Stabilization Fund is 280 million UAH, which is about 60% of all funds for the implementation of this program, with a significant portion of these funds has been transferred to contractors," - emphasized in the material.
As previously reported, the head of the State Committee for Land Resources (SLC) of Ukraine Igor Lysenko commissioned shortly to the Cabinet of Ministers draft regulations on the free registration and issuance of state acts on the ownership of land to certain categories of citizens in 2010.
