The Verkhovna Rada of Ukraine registered a draft resolution on measures to implement the constitutional right of Ukrainian citizens to own land. Bill № 8044 from 01.02.2011 referred to the appropriate committee of People's Deputies of the PR, OU and the People's Party, wrote UBR.
As stated in a memorandum to the draft resolution is to create a fundamentally new approach to the settlement of land relations in the light of international experience and in accordance with the requirements of the harmonization of Ukrainian legislation with EU legislation. As well as ensuring proper implementation of the real citizens of Ukraine's constitutional right to land ownership, the establishment in the country transparent land market.
To this end, the President of Ukraine proposed allowing for the current phase of land reform in the state to take additional measures to ensure the realization of Ukrainian citizens guaranteed by the Constitution of Ukraine ownership of the land, primarily to address one of the most pressing social problems - poverty.
Cabinet of Ministers is invited to the July 1, 2011 to develop and approve a State program, which would have included a package of measures to ensure the proper implementation of the Ukrainian citizens the constitutional right to own land.
By August 1, 2011, in accordance with the project the government should develop and submit to the Verkhovna Rada of Ukraine the draft laws on state land cadastre and on amending some legislative acts regarding security of land reform in Ukraine in implementing the citizens of Ukraine ownership of the land.
By 1 January 2012 the Cabinet of Ministers of Ukraine are invited to develop the following bills: the National Land Fund of Ukraine, a national land bank of Ukraine on the Prevention of speculative land transactions; the responsibility of owners and users of land for soil quality and proper use of land, the protection of black soil .
