Classification of residential land and public building
According to Art. 38 of the Land Code, land residential and public building are land within settlements, which are used to accommodate housing, public buildings and other public facilities.
Thus, the category of residential land and public building is characterized by two parameters:
Location of the land - they must be within the settlements
Intended use of land - to accommodate housing, public buildings and facilities, other public facilities
In this aspect, it is expedient to consider each criterion separately.
Locality - part compactly populated territory, which was the result of economic and other social activities, has a stable population, own name and registered in accordance with law.
2. Placing housing, public buildings and facilities, other public facilities.
Under the residential buildings are buildings and structures intended for living people. Houses, as well as accommodation in other buildings that are in the territory of Ukraine, are housing (Article 4 of the Housing Code).
Buildings and facilities for public use buildings and facilities are designed for the needs of non-residential and non-industrial nature. In particular, these include non-residential premises in residential buildings designed for commercial, residential and other needs of non-industry.

For school education
Implementation of physical and recreational and cultural education (stadiums, water parks, music schools, tennis courts, etc.)
Trading companies, etc.
Land under community facilities: (Par. "and" Paragraph 3, Article. 83 Land Code)
Site clearance and disposal of waste, etc.
Lands residential development is land under residential buildings and structures or those that are planned in the future to use the plot for housing under the project land records for development of the territory.
Lands of the public buildings are the plots of land for buildings and facilities for public purposes or those that are planned in the future to use the plot for non-residential land in accordance with the project documentation for development of the territory. Finally, public lands are the lands on which are squares, streets, driveways, paths, embankments, beaches, parks, squares, boulevards, cemeteries, places of disposal and recycling, etc.
