Ukraine will explore the experience of Georgia to establish a system of state registration of rights to immovable property. Informs the press service of the Ministry of Justice.
Cooperation agreements were reached during the working meeting of experts of Ministry of Justice of Ukraine with the Georgian Ministry of Justice and the National Agency of Public Registry of Georgia, held Dec. 20 in Kiev, the correspondent wrote.
During the meeting they discussed the most problematic issues that arise at this stage of reforming the system of state registration of rights in Ukraine. The Georgian side has presented a model of the system of property registration, which is created and successfully operated in Georgia since 2004 and is recognized as one of the most effective and open in the world.
According to the Minister of Justice, a professional exchange in the sphere of state registration of real estate will evaluate the experiences of both countries and identify the advantages and disadvantages of the existing registration systems. Studying the experience of Georgia to develop an effective system of registration of real estate will also create further ways is necessary for future reform and development of appropriate systems of state registration of real estate in Ukraine.
On the Ukrainian side in a meeting attended by representatives of the Ministry, the State Committee, All-Ukrainian Association of Specialists on property registration and technical inventory of real estate, the Association of Technical Inventory Bureau Ukrtehinventarizatsiya, as well as other experts on the state registration of real estate rights and encumbrances.
The Georgian side was represented by the Ministry of Justice and the National Agency of Public Registry and the National Executive Bureau.
In Ukraine, 16 March 2010 entered into force a law on Making Amendments to the Law on State Registration of Immovable Property Rights and their limits and other legislative acts of Ukraine. Provided by law reforming the system of state registration of real estate rights and encumbrances.
In particular, the law provides for the imposition of authority on the state registration of real estate rights and encumbrances to the Ministry of Justice, as well as the creation of a unified system of state registration of real estate rights and burdens in the Ministry of Justice.
State registration of immovable property in compliance with this law is carried out in Ukraine from January 1, 2012.
