The State Geocastast summarized data on the average cost of renting agricultural land in 2017: there is a two-fold gap between payment for state and private land. This was reported by the press service of the State Geodac. On average in Ukraine, the holders of the shares received 1369 UAH per hectare last year. As of 01/01/2017, this figure was 1093.4 UAH / ha. The annual growth is 25%.
The average rent for land plots transferred from land holdings from agricultural lands of state property as of 01.01.2018 was 2793.2 UAH / ha, whereas as of 01.01.2017 the indicator was 2249.8 UAH / ha. Growth for the year is 24%.
Minagroprod reported grain exports. So, on average, over the last year, state lands were rented twice as much as private ones. The same ratio Gosgeokadast recorded by the end of 2016.
The highest rents for shares were recorded in Cherkasskaya (2961.8 UAH / ha), Poltava (2553 UAH / ha), Kharkiv (2111 UAH / ha) and Sumy (2100.2 UAH / ha). The cheapest land use cost in the Transcarpathian (718.9 UAH / ha), Zaporozhye (794.7 UAH / ha), Mykolaiv (825.8 UAH / ha) and Kherson (842.3 UAH / ha). The total area of this category of agricultural lands, leased out under contracts, is 16.9 million hectares.
An even larger gap is observed in comparison with the rent for state-owned land, transferred for use on non-competitive basis under contracts of past periods. As of 01/01/2018, this indicator on average in Ukraine was only 1053 UAH / ha.
As Maxim Martyniuk, First Deputy Minister of Agrarian Policy and Food noted, the state demonstrates high efficiency in disposing of its land resources in comparison with the private sector due to a number of consistent, though not always popular steps.
"The possibilities of landless land transfer were blocked, and the land auctions themselves ceased to be formal, turning into a highly competitive instrument, ensuring the average rental rate of the state land for the past year at the level of 14.74%," he stressed, recalling that last year the state first identified basic principles of land management by adopting the relevant Strategy and fixing the minimum permissible leasing parameters (up to 7 years and at least 8% of the normative monetary estimate).
According to him, in the part of private land, the growth of rental prices is hampered by the presence of local monopolies of tenants, the lack of a free land market and the absence of effective associations of land owners, most of whom are citizens of elderly and very old age.
As of 01/01/2018, Ukraine has concluded 4.9 million land lease agreements (share), of which 0.75 million contracts with private farms. Most contracts (2.3 million) are concluded for a period of 8-10 years.
