"In our reforms, we are seeking the introduction of the principle of" tacit consent ". If no response from officials within the stipulated period, then the solution is automatically positive. Thus, we block the possibility of corrupt "crush" on the builder. If he submits all the documents and the official did not respond, the decision was made in favor of the investor. I can not say that we defeat corruption by 100%, but 90% of this effect will be noticeable ", - said A. Partskhaladze.
He added that the authors of the reforms sought the imposition of liability of officials for the delay in response. "If the official did not answer every time - he issued a fine. For the second violation - dismissal ", - said A. Partskhaladze.
There is also an idea to turn out the bank draft, which will be offered to investors. "We propose to make a pre-registration of apartments in the BTI - even before the sale. This will make it impossible appearance of structures similar to 'Elite-center "when apartments are sold to several buyers at the same time", - concluded the head of UBA.
