<em>Minister of Regional Development and Construction of Ukraine Vladimir Yatsuba on Tuesday handed over to Prime Minister Mykola Azarov the first list of 34 uncompleted residential facilities in Ukraine, in need of attracting credit funds in the amount of 600 million USD to complete their construction.<br />This V. According to the list of these sites should be the total amount of credit to finance these facilities is 587.273 million USD in total to complete them at the level of 691.138 mln.<br />In this case of the 34 sites the level of preparedness in 1924 is 70% and higher, whereas the willingness to 10 objects of 60-69%. This list got unfinished houses in Kiev (six), Kiev region (six), Kharkiv (6), Dnipropetrovsk (three), Sevastopol (2), Khmelnytsky (two) and one in Simferopol, Zhytomyr, Poltava region, Rivne, Vinnytsia region, Kirovograd region Lugansk, Kherson, Chernigov.<br />Among the major developers in the list were the objects OA "holding company" Kievsgorstroy "(Kiev), OJSC" Trust "Zhytlobud-1" (Kiev), LLC "TMO" Liko Holding (Kiev), LTD Console Ltd (ARC ), etc.<br />As reported, the government is considering several options for funding the completion of the housing with a high degree of construction readiness. This issue, in particular, should be solved through state funds for the purchase of apartments for privileged categories of the population in the objects with a high degree of preparedness, affordable housing program (pay the state 30% of the total value of the apartment or the free provision of land for construction), as well as preferential mortgage lending .<br />These options were discussed during the past May 19, 2010 meeting on the commissioning of unfinished housing projects with a high degree of readiness, headed by Prime Minister Nikolai Azarov.<br />During the meeting, Prime Minister said that the government is ready to seek 5 billion UAH to finance the completion of construction of 459 residential properties with the degree of readiness of the construction of more than 70%. Finish building the facility, he said, it is assumed by the state budget, the State Mortgage Institution (SMI) and credit funds of commercial banks.<br />Following the meeting adopted a number of organizational decisions, in particular, Minregionstroyu together with the Ministry of Finance and the Ministry of Economy requested to establish an interdepartmental working group for the selection of unfinished housing with a high degree of readiness for the completion of which may be directed budget funds through direct purchase in their apartments and providing preferential mortgage loans.<br />According to the protocol decision following the meeting, the National Bank of Ukraine should consider refinancing state-owned banks to repurchase their securities under the SMI state guarantee amounting to 2 billion USD, which should go to purchase housing in the unfinished or lending their completion. In addition, the NBU should consider the possibility of refinancing of commercial banks, loans to developers.<br />According Minregionstroya, as of January 1, 2010 in Ukraine, there were 4,3 thousand unfinished houses. At the completion of 459 objects (50 thousand apartments) with the degree of readiness of 70% must be 5,4 billion UAH.
