The document stipulated: "In the territorial zone, involving the use of land as garden, vegetable garden and dacha plots should not be included: particularly valuable lands, lands of specially protected areas, land reserved for public use, land with developed karst, landslide , debris and other harmful effects caused by land degradation.
In addition, the bill established that the purpose of garden farms are allowed to provide plots of land reserved for public use, regardless of their assigned permitted use, subject to the provision of such sites in the lease for a term not exceeding the period of reservation lands.
However, the bill specifies that the "garden plots that are within the boundaries of settlements, and that host individual houses or by their construction, must be attributed to the dacha land and included in the residential zones in accordance with the provisions of the Town Planning Code of the Russian Federation. "
In the case of adoption of the bill granting the garden, kitchen garden and dacha plots will be in accordance with its terms on January 1, 2011. At the same time, "until January 1, 2015 issuance of a building permit is not required in respect of individual dwellings, construction of which began before the entry into force of this Federal Law."
