Impose a fine ranging from 340 UAH to 850 UAH on the officials for the late issuance of documents permitting the character and enter the scheduled and unscheduled checks of compliance with legislation permitting the issuance of these documents suggests the Cabinet of Ministers of Ukraine.
The governmental draft law "On amendments to some legislative acts on the improvement of permitting system in economic activity and the application of administrative law» № 7413, developed by the State Committee for Regulatory Policy and Entrepreneurship, recently registered in the Verkhovna Rada.
"Failure to comply with the requirements of officers specially authorized body on a permit system in the field of business and its territorial agencies on elimination of violations of legal requirements for the issuance of allowing character in the sphere of economic activity entails a fine of officers from 20 to 50 non-taxable minimum income citizens "- the document says.
At the same time, according to the bill, the authority ensures state control over compliance with state administrators, licensing authorities (their officials) legal requirements for issuing documents allowing character of the established order of their issuance (including by permitting centers), the creation and functioning of the authorization centers.
Thus, the authority may undertake, in particular, an unscheduled inspection of the above regulatory authorities, including the application of a business entity or citizen.
Under the current law in this area, the authorized body is the central organ of executive power, which provides implementation of state policy in the field of entrepreneurship.
According to the authors of the document, the implementation of the norms of this bill will help reduce and eliminate administrative offenses, which are permitted both during the issuance of allowing character, and during the establishment and operation of licensing centers in which such documents must be issued by local licensing authorities.
