This was stated by deputy leader of Ukraine Alexander Strong Kuzhel.
"Despite the fact that, according to the international rating of ease of doing business, Ukraine has one of the last places among 183 countries in the parameter of obtaining building permits, citizens remain vulnerable to corruption, a conglomerate of inspection and monitoring bodies opaque licensing procedures," - she said.

Kuzhel stressed that the state allocates considerable efforts to simplify construction procedures, improvement of legislation and it certainly has the main task of urban policy. However, this process must go hand in hand with the introduction of the most rigid accountability for violations.
"The current system of multiple permits and approvals that accompany construction, generated by the lack of a single center of decision-making in the industry, the lack of clear evidence of the competence of the market participants and, consequently, the lack of a coherent system of shared responsibility," - said the expert.
Kuzhel deems necessary changes in legislation, which simultaneously will be sent as a serious reduction of administrative barriers in obtaining permits and construction documents to simplify the business and to enhance the reliability of construction, providing tangible assurance.
As previously reported, the State Commission on Securities and Stock Market Commission (Securities Commission) will tighten the requirements for issuers target bonds for financing housing.
