The Bill (Reg. № 2427) proposed "to introduce a legal mechanism that will meet the needs of citizens in obtaining land within the standards established by the Land Code, for farming, personal farm, gardening, construction and maintenance of residential homes, commercial buildings and buildings (infield), individual country construction, construction, individual garages, free privatization of such sites.
In particular, it is expected to entrust the Cabinet of Ministers responsible to the needs of citizens in obtaining land for these purposes, which can be downloaded free of privatized in accordance with the norms stipulated by the Code, and to develop at the expense of state budget territorial layout of the necessary land. Under the bill, "if the relevant executive authority or local authority refused the citizen in the transfer of land ownership or leave the application without consideration of such a citizen may apply to other executive authority or local authority or the central executive authority on regional development with the appropriate application for other land or the court to resolve the dispute through the courts. "

The author of the bill - MP G. Smityuh - also suggests that the territorial schemes approved by the Verkhovna Rada of Crimea, regional, Kyiv and Sevastopol city councils on the proposal, respectively, of the Council of Ministers of Crimea, regional, Kyiv and Sevastopol city state administrations after consultation with the central executive authority on regional policy.
