The Cabinet proposes to transfer powers to ensure the production and issuing of state acts on the ownership of the land and the right of permanent use of land by local authorities, the State Committee for Land Resources. This is stated in the bill number 7059
"On Amendments to Certain Legislative Acts of Ukraine (concerning authority to register land ownership rights), tabled in Parliament on August 28.
According to the document, the government proposes to add authority for the production and issuing of state acts on the ownership of the land and the right of permanent use of land.
In this case, the Cabinet suggested that Part 2 of part b article. 33 of the Law of Ukraine
"On Local Self-Government in Ukraine", which the councils of village and city councils could delegate its powers to the executive bodies for registration of land ownership, registration of land-use rights and leases of land, issuance of documents that prove ownership and right of use land.
As stated in a memorandum to the bill, keeping the local authorities of the local land registry databases in different formats makes it impossible to conduct a unified accounting and monitoring of land prevents the introduction of a unified state policy, including tax.
The Cabinet motivate the appropriateness of such a law need to accelerate land reform and simplify the implementation of public policies to eradicate the opportunity for corruption.
